Official Accreditation by the Philippine Government (TESDA & SSP)

B&D English School is a legitimate institution recognized by the Philippine government.
To operate an English school in the Philippines, obtaining TESDA and SSP certifications is mandatory in addition to a business permit.

What are TESDA and SSP?

1. What is TESDA?
TESDA stands for "The Technical Education and Skills Development Authority." It is the government agency responsible for managing and supervising technical education and skills development in the Philippines.
To receive TESDA accreditation, a school must pass rigorous inspections regarding its curriculum, legal founding documents, management/finances, and taxation. The criteria are extremely strict, making accredited schools highly reliable.
2. What is SSP?
SSP stands for "Special Study Permit," a document issued by the Philippine government that allows foreign nationals to study in the country.
The primary requirement for a school to be SSP-certified is to first hold TESDA accreditation. After clearing TESDA's detailed inspections, the school must then pass a strict audit by the Bureau of Immigration. Schools with both TESDA and SSP are considered highly trustworthy.

Why are TESDA and SSP necessary?

1. Schools without TESDA/SSP operate illegally
Schools without these certifications are not recognized by the Philippine government. If discovered, they face penalties such as immediate closure and the potential deportation of their students.
2. If the school does not hold SSP certification
If a school is not SSP-certified, it cannot issue an SSP for its students, meaning the government has not authorized the student's study. To avoid detection, such schools often fail to assist with visa extensions, forcing students to visit immigration offices personally and wasting valuable study time. If caught studying at an uncertified school, students face the risk of deportation.

Therefore, it is essential to choose a school that is fully TESDA and SSP accredited.

Characteristics of Dumaguete

While there are no direct flights from overseas, Dumaguete has a unique charm that makes the journey worthwhile!!

A Premier Academic City: One in Four Residents is a Student
With many universities and schools, interaction with local students is vibrant! Many students here aspire to be teachers.

Voted one of the "Best Islands to Retire to," Dumaguete is a hidden gem! Once you visit, you'll be captivated by its charm. Many Westerners also reside here, making it one of the most popular cities for studying in the Philippines.

  • The 'I Love Dumaguete' monument along the Boulevard. A popular photo spot for tourists.
    1. Public Safety & Security

"Arguably the Safest City in the Philippines"
While people often associate the Philippines with safety concerns, Dumaguete is an exceptionally safe city. Instances of pickpocketing or overcharging are extremely rare. Known as the "City of Gentle People," the locals are gentlemanly and kind. This gentle spirit also translates into the quality of our teachers' English education.

Students from Japan often remark that "it feels as safe as, or even safer than, urban Japan." Finding a city this safe in the Philippines is rare.

  • 2. A City with Few Typhoons
A sea turtle photo taken while diving near Dumaguete. The rich natural sea is a major attraction.

This is a city in the Philippines with very few typhoons. They only occur once or twice a year, if at all. Even during the peak typhoon months of September and October, direct hits are rare, though some rain can be expected due to nearby activity.

The summer season lasts from late March to May, during which it rarely rains.

  • The historic Bell Tower in central Dumaguete. A landmark popular with tourists.
    3. Few Japanese Nationals

Compared to Cebu or Manila, you will see very few Japanese people. Even while walking through town, you will rarely encounter them. Consequently, you are forced to use English in your daily life, which increases your opportunities for output. "It is an excellent city for studying English." Since it is safe, you can enjoy going out both day and night.

  • 4. Minimal Noise Pollution

With fewer cars compared to Cebu or Manila, there is less noise from horns, allowing you to focus on your studies. While the number of motorcycles and cars has increased recently, the noise remains lower than in larger cities. However, as exhaust fumes can be present on main roads, wearing a mask when walking along busy streets is recommended.

  • Swimming with whale sharks in Oslob. A popular activity available while studying in the Philippines.
    5. The Charm of the Sea

World-class diving spots and beautiful beaches are right nearby!

Dumaguete is famous for its diving. The difference between here and Cebu or Manila lies in the clarity of the water. While Cebu is a famous tourist destination, many of its cleanest waters and dive spots are actually closer to Dumaguete. Famous nearby islands like Apo, Siquijor, and Sumilon are easily accessible. Day trips are possible, allowing you to fully enjoy the ocean on weekends.

  • 6. Low Cost of Living
Rizal Boulevard in central Dumaguete. A safe spot where children can play even at night.

Even with currency fluctuations, the overall cost of living is lower than in Japan and significantly lower than in Cebu or Manila. This allows you to enjoy dining out and activities even on a modest budget.

  • 7. Clean Water

Dumaguete is one of the rare cities in the Philippines where tap water is exceptionally clean. While it is highly rated locally, we provide mineral water at the school to ensure absolute safety, so there are no concerns regarding drinking water.

For those considering Cebu: Why Dumaguete is the top choice now?

■ Dumaguete: The Safest City in the Philippines

Recognized by Forbes as one of the "7 Best Places to Retire Around the World," Dumaguete is widely acknowledged both locally and internationally for its exceptional safety. It is no exaggeration to say it is the safest region in the country. In the World Travel Index 2025, it earned the title of "Safest City in the Philippines" with a Safety Index of 81.36.

While news of incidents involving foreigners sometimes comes from Manila or Cebu, Dumaguete remains peaceful, earning its nickname "The City of Gentle People." We can confidently say it is a much safer and more relaxing city than Cebu or Manila!

■ Prioritizing "Local Fulfillment" over "Initial Access"

Let’s be honest: international access is not the easiest, as a transfer in Manila or Cebu is required. However, outstanding access to tourist attractions is Dumaguete's true strength!

The famous "Oslob Whale Shark" watching is only 1.5 hours from our school (compared to 4 hours from Cebu City). Bohol is also easily accessible, and you can enjoy dolphin watching at the Manjuyod White Sandbar, where dolphins often swim close enough to touch!

Furthermore, the mystical Siquijor Island is significantly closer from here than from Cebu, making it perfect for weekend trips. With Casaroro Falls, Red Rock Hot Springs, and Twin Lakes nearby, nature is at your fingertips. In terms of destination quality, Cebu or Manila might actually be considered "harder to navigate" due to long travel times to these spots.

■ Sipalay and Apo Island: Hidden Gems unreachable from Cebu

Our owner’s top recommendation, Sipalay, is a true hidden paradise that is difficult to reach from Cebu. With very few foreigners, you can experience the authentic beauty of the Philippine sea, tranquility, and a real resort vibe at surprisingly low prices.

Apo Island, famous as a world-class diving spot, is also right next door. You can relax on its shores or swim with sea turtles. Visiting "authentic nature" like Sipalay and Apo Island is a unique advantage of studying in Dumaguete.

【Affordable x High Quality】How we achieve the best value for Philippine Study Abroad

At B&D, we offer budget-friendly rates starting from $785 for 4 weeks!
Beyond affordability, we are committed to an environment where you can truly immerse yourself in English.

  • 🌻 Extensive Learning: "55-Minute Classes"
Our lessons are longer than the typical 45–50 minute sessions. This "5–10 minute difference" results in an overwhelming gap in your speaking volume after just one month.
  • 🌻 Maximum Output: "All Man-to-Man Lessons"
Avoid the common regret of "only hanging out with other Japanese students" in Cebu. Since every class is one-on-one, you can speak at your own pace until you are fully satisfied.
  • 🌻 English After School: "Living with Teachers"
Our teachers also stay in the dormitory. This creates a rare "24-hour English immersion" environment where English is naturally used even during dinner and relaxation time.
■ A Beach within a 10-Minute Walk! The perfect location for sea lovers

While many schools claim to be "close to the sea" but actually require a car ride, our school is just a 10-minute walk from a swimming beach! While it may not be the bright blue of Siquijor, the calm waves and clean sand make it a luxury to go for a quick swim after classes.
